public boolean function cleanupTaskClaimIfNotRunning(

Releases a claim owned by this replica when its thread is no longer running. Cluster listeners call this after an onCheckRunningTaskInCluster check is delivered to the replica named by machineId. The check interception data is: taskKey, threadId, machineId and ownerStatus. ownerStatus starts as "unknown". An extension sets it to "missing" when that machine is absent, or "present" when the check has been sent to it.
